Coggins Regulations
The NC
Dept. of Agriculture Veterinary Division has regulations adopted
by the NC Board of Agriculture aimed at controlling the
spread of EIA among horses in North Carolina.
The
regulations, which became effective on Oct. 1, 1999, require an
original or copy of an official negative Coggins Test Certificate for
all equines over six months of age, in a number of new situations.
The
provisions require the test within the past twelve months for all
equines involved in any change of ownership, moved on any public road
in the state or commingled in any public place for sale, exhibition,
recreation or assembly. In
the regulations, a public place is defined as “any premises owned or
operated by any government entity, any privately owned or operated
premises open to the public, or any privately owned or operated
premises where three or more equine originating from three or more
premises are gathered.”
